EASA Changing Single/Multiple Maintenance Release Practice

The European Aviation Safety Agency (EASA) issued a Notice of Proposed Amendment (NPA No. 2007-09) to European Commission Regulation 2024/2003 and the accompanying guidance governing aircraft release to service after maintenance. The NPA seeks to clarify the existing mixed practice of using single or multiple releases after maintenance. However, the NPA creates a convoluted system under which a designated primary maintenance organization (PMO) issues the final certificate of release to service (CRS) when the maintenance is performed by various other EASA part 145 organizations.
Prior to issuing a CRS the EASA part 145 organizations submit maintenance release certificates (MRC) verifying the maintenance they performed was carried out in accordance with the regulations. After all maintenance is completed and the proper MRCs are issued, the PMO issues the CRS verifying that the aircraft is considered ready for release to service with respect to the maintenance performed. The NPA seeks to clarify the existing mixed practice of using single or multiple releases after maintenance.
Comments are due October 28, 2007 and may be submitted using the EASA Comment-Response Tool.
