The association provides model documents and advisories to assist companies with regulatory compliance. These documents are based on the plain language of the regulation, industry experience, and guidance from government agencies.

How do I order an ARSA Publication?
Complete the order form at the bottom of arsa.org/publications. If you request a free “Tool for ARSA Members,” the association’s team will confirm your membership status and deliver the materials to you. If you want to purchase a Repair Station and Quality Manual Compilation, the team will invoice you for the amount appropriate to your membership status and level of support. Payment of the invoice constitutes acceptance of the licensing agreement and “starts the clock” on the 180 day period during which you must consume ARSA’s support services; at that time the compilation materials will be delivered and the publications team will contact you to begin scheduling customization sessions.
What are the free “Tools for ARSA Members”?
Documents produced by the association’s management firm for use in regulatory compliance or business activities. While some of these tools are part of compilations, e.g., the forms and related documents associated with the Repair Station and Quality Manual Compilation, most are stand-alone resources. For simplicity and ease of access, all documents that are designated free to verified members in good standing are delivered in one package.
What is the Repair Station and Quality Manual Compilation?
A comprehensive manual system developed by the association’s management firm designed for repair stations located inside the United States. It includes template versions of manuals (RSQM, Forms Manual, Training Program Manual), related documents and forms as well as supplements and cross reference tables. Will ARSA assist with the certificate application process or deal with the FAA?
No. Manual customization does not include the certification process. At the Full Customization level, ARSA will consult regarding agency feedback but will make no edits unless an element of the manual is in non-compliance with a cited and applicable regulation. To put it another way: ARSA won’t help you accommodate inspector preferences only regulatory requirements. Additional support may require engagement with ARSA’s management firm for assistance.
Can I obtain a model EASA Supplement, a specific form or another individual element of the RSQM Compilation?
No. Members in good standing may obtain the “Tools For ARSA Members,” but supplements and references are no longer available for purchase separate from the compilations.
I don’t need all the elements of the RSQM Compilation, will it still work?
Yes. While individual elements of the Repair Station and Quality Manual Compilation, e.g., the EASA Supplement, cannot be utilized independently, the documents must be customized to the needs of the company.
Cost
What costs are involved and how can I pay?
The free “Tools for ARSA Members” are available at no cost to association members in good standing. The Repair Station and Quality Manual Compilation has two levels of service available, each with its own price for members and non-members. Members pay $8,000 for “Basic Support” and $10,000 for “Full Customization”; Non-members pay $12,500 for “Basic Support” and $17,500 for “Full Customization”. Refer to the publications page for information about each level of support. After receiving a publication request, ARSA will provide an invoice and licensing agreement; the association accepts credit card, check, ACH and transfer payments (instructions provided on invoice).
What other investment will I have to make (in addition to monetary costs)?
ARSA publications are templates that require time and attention i to customize. The association estimates that customizing the Repair Station and Quality Manual Compilation requires at least 60 hours of company personnel time. ARSA provides its expertise to assist the process, but for any manual or supporting document to “work” (i.e., to comply with the rules, meet business needs, and actually be followed by employees) direct involvement by the company is required.
Eligibility and Use
Am I an ARSA member?
Good question. With a few exceptions, ARSA benefits are available only to employees of membership-holding companies. You can see a list of current members by clicking here, learn more about membership at arsa.org/membership or contact ARSA to find out.
Do I have to be an ARSA member to obtain a publication?
No. While the free “Tools for ARSA Members” are available only to representatives of member companies, any company may purchase the Repair Station and Quality Manual Compilation – member status impacts compilation pricing.
Can I use a publication obtained from ARSA at more than one company location?
No. Purchases of the Repair Station and Quality Manual Compilation are valid only for the location identified at the time of purchase. Any document made available as a free “Tool for ARSA Members” may only be utilized at locations holding association membership. Do I get free use of any publication I obtain from ARSA?
When you obtain a publication from ARSA, whether a free “Tool for ARSA Members” or purchased Repair Station and Quality Manual Compilation, you may edit, update, alter or otherwise manipulate the document(s) or related content to show compliance with civil aviation safety regulations or meet business requirements. You may NOT license, sell or distribute any of its contents (including derivative works) to anyone outside of the company location for which the publication was obtained.

How can I submit questions about a publication I’ve already obtained?
Use the “Ask ARSA First!” contact form and select “I need help or information regarding ARSA publications or model manuals.” If you are actively involved in customization of the Repair Station and Quality Manual Compilation, ask your direct contact on the publications team.
I already have obtained a previous version of an ARSA publication, do I get access to updates?
The association aids member companies holding older versions of ARSA publications on a case-by-case basis. To request an update, use the “Ask ARSA First!” contact form and select “I need help or information regarding ARSA publications or model manuals.” In your submission, provide the date on which you purchased or obtained the publication, along with proof of purchase.
How long will it take for me to receive a publication? What should I do while waiting?
Initial requests for a publication will be handled within two business days. Materials will be delivered – and related compilation activities begun – after necessary information is confirmed and/or payment remitted.
Is there a time limit on my use of ARSA services?
Support related to a purchase of the Repair Station and Quality Manual Compilation (at either level) must be consumed within 180 days of payment unless extended by mutual agreement.
