New Drug & Alcohol Testing Control Form Required Beginning December 1

A recent Department of Transportation (DOT) final rule and technical amendment (published in the Federal Register on Sept. 27, 2011 at 76 FR 59574) established the authority for use of a new Federal Drug Testing Custody and Control Form (CCF). As a reminder, DOT extended the expiration date of the old CCF to Nov, 30, 2011 to coincide with the form’s original expiration date. The use of DOT’s new CCF, which has been available since September 30, is required starting December 1, 2011.

The effective date of the new CCF comes a little more than a month after the 20th anniversary of the original statute requiring drug and alcohol testing of transportation workers. The Omnibus Transportation Employee Testing Act was signed into law on Oct. 28, 1991 in order to reduce the abuse of alcohol and illegal use of drugs by transportation employees. Though the law touts a 50 percent reduction of illegal drug use among these workers, regulations enacted the past two decades have proven to be complex and far-reaching.
