With the exception of any Legislative Day meetings held on Capitol Hill (scheduled individually by participants), the entirety of the Annual Conference takes place in the Commonwealth of Virginia. Going Livestream

FAA-EASA Conference Returns to U.S. in June
From June 11-13, the 2024 International Aviation Safety Conference will take place at the Fairmont Hotel in Washington, DC. The annual event, which alternates between Cologne and the American capital city, provides a venue for international regulators to engage on key oversight-related topics and interface directly with industry representatives.
The 2024 event is managed by the Aerospace Industries Association and is open both for registration and sponsorship commitments. To learn more, click here.

General Aviation Awards Seeks Industry Support
A new GoFundMe campaign allows maintenance professionals to support the General Aviation Awards Program. For more than 60 years, the GA Awards have recognized flight instructors, aviation maintenance technicians, and other safety professionals for their contributions to general aviation. Individuals may donate any amount through the new fundraising opportunity.
The General Aviation Awards Program is a non-profit corporation; its board members, judges, and volunteers serve without compensation. Donations from industry organizations alone do not cover annual costs, which include travel, lodging, the Awards luncheon and ceremonies, plaques, and gifts for the national Honorees. The program is asking for individual support for its 2024 award ceremony at AirVenture. Sponsors receive publicity through press releases, our website, the annual GAALive! broadcast featuring the Honorees, and exposure via the FAA to 400,000+ pilots.

About the Awards
The selection process begins with each of 80 FAA Flight Standards District Offices selecting district-level winners in each of the three categories. These winners then go to FAA regional offices where regional winners are selected. The regional winners are then reviewed by a panel of distinguished industry judges in each category, who select the three national winners.
National winners receive a trip to EAA AirVenture in Oshkosh in July, where they are recognized by the FAA Administrator and other high-ranking FAA officials, have their names added to the large plaque in the EAA Museum, and are fêted at an awards luncheon where they receive gifts donated by GAA’s industry sponsors.

2024 Economic Outlook
ARSA Report Shows North America Powers $100 Billion Global Industry
On March 13, ARSA released its 2024 Global Fleet & MRO Market Assessment. The report, produced each year for ARSA by global consulting firm Oliver Wyman, shows the international maintenance market has surpassed $100 billion in direct annual spending.
The 4,000 maintenance firms located in the United States employ nearly 185,000 people and produce almost $65 billion in economic activity (not including indirect spending on business services and related community impact. The 2024 data shows that American entities employ roughly 44 percent of the total global workforce and account for more than 60 percent of the world’s maintenance revenue.
While North America – which remains host to the world’s largest aircraft fleet even as the Chinese market surges – represents the backbone of the global industry, it also carries its share of the aviation community’s challenges. As has been reported by Oliver Wyman for much of the past decade, the American industry faces significant workforce and career development needs. Even with modest growth projections – the total market is expected to grow at just shy of two percent through 2034 – repair and parts production professionals need new ways to recruit, train, and retain new talent.
During her presentation of this year’s report at ARSA’s Legislative Day (part of its Annual Conference), Oliver Wyman Transportation and Services Practice Director Livia Hayes projected a current shortage of roughly 24,000 individuals against the total workforce needed to meet capacity demands in the United States and Canada alone. “Based on the previous analysis, the shortage grows to nearly 40,000 [by] 2028,” Hayes said. “Also, I think the retirement wave came a little bit sooner than we were anticipating because of COVID but it is by no means over…so it gets a lot worse before it gets better towards the 2030s.”
The Oliver Wyman report is a tool for both ARSA and the industry to illustrate the importance, needs, and interdependence of the global maintenance industry. As U.S. employers search for competent personnel and American regulators weigh policies that complicate international business (e.g., bilateral parts documentation issues between the FAA and EASA, drug & alcohol testing requirements for foreign repair station personnel), this year’s data is vital in helping support U.S. industry while bolstering a globally vital market.

Aviation Maintenance Industry Honors Garret Graves
U.S. Rep. Garret Graves addresses event attendees after receiving ARSA’s 2024 Legislative Leadership Award.
ARSA presented its 2024 Legislative Leadership Award to U.S. Rep. Garret Graves (R-La.) on March 13 at an Arlington, Virginia ceremony in conjunction with the association’s Annual Conference.
Graves has served as chairman of the House aviation subcommittee since January 2023 and was ranking member of the subcommittee in the prior two Congresses. During his time in those leadership positions, the subcommittee helped create COVID pandemic assistance programs for the aerospace industry that saved tens of thousands of jobs.
More recently, Graves was a central player in developing the House Transportation & Infrastructure Committee’s bipartisan FAA reauthorization bill (H.R. 3935). The legislation, which passed the House by a wide margin in June 2023, contains several provisions designed to enhance FAA oversight, improve the regulatory environment for aviation companies, and help them recruit and train new technical talent.
In presenting the award, ARSA Executive Vice President Christian A. Klein lauded Graves for his commitment to safety-based aviation policy, expanding America’s aviation maintenance technician workforce, and working across the aisle to ensure an FAA bill is enacted this year.
“The men and women who work every day to keep America’s aircraft operating safely appreciate Chairman Graves’ commitment to achieving the highest level of aviation safety by the most efficient and effective means possible,” Klein said. “He deserves enormous credit for making FAA reauthorization a bipartisan process despite the high level of partisan acrimony on Capitol Hill.”

Make ARSA Training Work
ARSA’s online training program represents its most-valuable benefit to the aviation industry: knowledge gained through training and experience. The association’s team has turned its decades of work on behalf of aviation maintenance into more than 80 hours of on-demand content.
While sessions are available for registration at any time – ARSA member discounts available – companies can also incorporate the association’s training into their regular programs:
(1) Subscription. Make up-front, bulk purchases of training hours. The details of each subscription can be customized, including focus on specific subject areas (e.g., human factors) or options for specially-priced session access after the initial hours have been used.
(2) “Championing” a session. Guarantee a certain number of attendees for training in a particular topic that will also be made available for general registration. Variations include open registration for a live session (i.e., company personnel participate at the same time as general registrants) or a company-specific live event for which a recorded version (not including any company-specific information) is made available for on-demand registration.
(3) Tailored training. Contract ARSA’s management firm Obadal, Filler, MacLeod & Klein, P.L.C. to produce or modify training specific to your organization. The team can then re-record it (or offer it as a separate live session) for ARSA’s training program. Tailored programs are priced differently from ARSA’s hourly rate and are administered by OFM&K, which allows for a client engagement and related attorney-client privilege for all discussion.

Refunds: No refunds are granted for ARSA training sessions. When classes are canceled, registrants can choose from future courses of equal value. If a registrant is unable to attend a live session, their registration allows access to the on-demand, recorded version of the webinar.
IA Approval: A number of ARSA training sessions have been accepted for Inspection Authorization (IA) renewal credit. These sessions are denoted on their registration page with their FAA course acceptance number (in red).
Benefits: Registration for an ARSA-provided training session includes:
- Access to the live class session on the scheduled date (if applicable).
- Unlimited access to the on-demand, recorded version of the webinar to be made available after the live session is complete (or at time of purchase, for on-demand classes).
- A copy of the presentation and all reference material with links to relevant resources and citations.
- A certificate* upon completion of the session as well as any required test material.
OFM&K Training Portal: All of ARSA's training sessions are provided through OFM&K's training portal. As the training provider of choice for ARSA and a trusted resource for the aviation community, the firm's training materials represent a vital tool for entities pursuing regulatory compliance and business success. On-Demand – Regulations for Supervisors & Inspectors (Two Hours)
During ARSA’s 2024 Annual Conference, Sarah MacLeod and Brett Levanto presented a special two-hour training session reviewing the regulatory knowledge that must be held by persons performing maintenance on U.S.-registered aircraft. The recording of that session, which introduces “the rules of this chapter” with which certificated persons and inspectors must be familiar, is now available on demand for immediate viewing.

Session Description: Those persons authorized by part 43 to perform maintenance on U.S. registered aircraft are required – in both practical and regulatory senses – to know the aviation safety rules. This session reviews the cardinal regulatory knowledge necessary for repair station personnel to be “thoroughly familiar with the applicable regulations in this chapter.” It walks through key elements of Title 14 of the Code of Federal Regulations (14 CFR) and connects them to the standards set by the FAA for airman holding certifications associated with aircraft maintenance.
